Step 2: Sign the land lease principle contract.

After directly negotiating with VL2 Industrial Park on the area, location of the land lot, payment method, the Investor signs a preliminary land use right lease principle contract with Vinh Loc 2 and pay deposit to keep the land. | - Fees: none |
| Step 3: Business registration (for domestic enterprises). |
Vinh Loc 2 cooperates with the Investor to carry out the necessary documents to apply for a business license at the Department of Planning and Investment of Long An. | - Duration: 03 days - Fees: according to regulations of Long An Department of Planning and Investment |
| Step 4: Issuance of investment certificate (for enterprises with foreign elements). | Vinh Loc 2 cooperates with the Investor to complete the necessary documents to apply for an investment certificate in Laeza | - Duration: 10 days - Fees: none |
